Pressure reduction without loss of flow

A closed loop chilled water system that runs at a differential pressure of 30 psi. we are running one process off this system that requires us to drop the 30 psi to 15 psi while maintaing at least 1.5 gpm flow.
it's a side process that runs usually about 2 gpm
our system has 2 pumps a primary and secondary
it runs through a 1-1/2" main at about 65 GPM and breaks off into 36 1/2' feeds and returns each feed is about 2 gpm +- depending upon the process it is running
what we are looking for is a pressure reducer that will allow us to maintain full flow
I calculated that you need a Cv of only 0.37 to pass 2 gpm with a needle valve P1 of 30 psig and a P2 of 15 psig.  Even hardware-store regulators such as the 1/2" Watts U5Z3 will handle this.
